The Russian Ministry of Foreign Affairs summoned the Japanese Ambassador to Russia to strongly protest against Japan's "Terra" drone company's investment in a Ukrainian military drone enterprise, clearly stating that Japan's actions are a "blatant hostile act" that harms Russia's security interests, and announcing that Russia Japan relations have deteriorated to an "unprecedented low". This dispute stems from the first involvement of a Japanese company in the development of unmanned aerial vehicles in Ukraine. The two sides plan to jointly develop interception type unmanned aerial vehicles, which Japan sees as a "strategic investment" for its own security. On the other hand, Russia strongly opposes Japan's cooperation due to Ukraine's use of drones to attack civilian facilities in Russia. As important participants in the global shipping system, the deterioration of relations and related disputes between Russia and Japan are having a multidimensional impact on the global cross-border transportation and logistics layout of large engineering equipment such as rotary drilling rigs and pile drivers through routes such as route safety, trade restrictions, and geopolitical risks.

The safety risks of air routes are increasing, and transportation on the Far East and Arctic routes is restricted

The deterioration of Russia Japan relations directly exacerbates the security uncertainty of the Far East and Arctic shipping routes, which are important and convenient channels for transporting large equipment from Asia to Europe and North America. Cross border transportation of large equipment such as rotary drilling rigs and pile drivers often relies on the Far East route to achieve Asia Europe linkage, while the Arctic route has become one of the preferred routes for shipping large equipment in recent years due to its short range and low cost. After the escalation of the Russia Japan dispute, the Russian side has strengthened its control over the Far East waters and Arctic shipping routes, conducting strict inspections on Japanese vessels and ships carrying Japanese related goods, resulting in a significant decrease in the efficiency of shipping routes. Some shipping companies have suspended or bypassed relevant routes to avoid risks. This prolongs the transportation cycle and increases the cost of detours for large equipment such as rotary drilling rigs, especially for equipment that needs to be transported to Russia and Europe via the Far East route, which has a more direct impact.

The hidden concerns of trade restrictions have become prominent, and the difficulty of customs clearance for equipment import and export has increased

The Russian side has clearly accused Japan of pursuing an "unfriendly policy" and does not rule out the possibility of implementing targeted trade restrictions in the future, which will directly affect the customs clearance process for the import and export of large equipment. As one of the important suppliers of engineering machinery components, Japan still relies on a certain proportion of imported precision electrical components and hydraulic parts for rotary drilling rigs. If Russia imposes import restrictions on Japanese related components, it will lead to a blockage in the supply of parts needed for domestic rotary drilling rig production and maintenance, indirectly affecting equipment exports and overseas operations and maintenance. At the same time, if Japan imposes restrictions on the export of equipment related to Russia, it will affect the supply of rotary drilling rigs in the Russian market, and Russia's countermeasures may also lead to cumbersome customs clearance processes and strict inspections for large equipment passing through Russia, increasing logistics time and costs.

Geopolitical risk transmission leads to a slight increase in shipping insurance costs

The geopolitical risks caused by the deterioration of Russia Japan relations are gradually being transmitted to the global shipping insurance market, indirectly pushing up the insurance costs of large-scale equipment transportation. The single value of rotary drilling rigs and pile drivers is high, and cross-border transportation requires multiple types of insurance such as cargo insurance and war insurance. After the escalation of the Russia Japan dispute, international insurance institutions have listed the Far East and surrounding waters of Japan as areas with increased risk levels, resulting in a slight increase in corresponding insurance rates. Especially for large equipment traveling to the Russian Far East and Japan, the insurance cost has increased by 5% -10% compared to before. Although the increase is limited, in the long run, if the Russia Japan relationship continues to deteriorate and the risk level further increases, the insurance cost may continue to rise, increasing the burden on construction machinery export enterprises and logistics enterprises.

Market expectations fluctuate, and cross-border equipment transportation tends to be cautious

The uncertainty of Russia Japan relations has led to fluctuations in expectations for the global construction machinery market, and companies have become more cautious about cross-border transportation of large equipment such as rotary drilling rigs. On the one hand, Japanese companies investing in Ukrainian drones may trigger further countermeasures from Russia against related industries in Japan. Domestic construction machinery companies are concerned about increasing trade barriers and have slowed down their equipment export plans to Russia and Japan, resulting in delayed delivery of some previously signed rotary drilling rig export orders. On the other hand, multinational engineering companies actively avoid air routes passing through areas related to the Russia Japan dispute when allocating global equipment resources, and prioritize safer and more stable transportation routes. Although this ensures the safety of equipment transportation, it also increases transportation costs and timeliness, indirectly affecting the pace of equipment supply for global infrastructure projects.

Long term pattern adjustment, industry needs to do a good job in risk response

The deterioration of Russia Japan relations is not something that can be alleviated in the short term, and its impact on the shipping and logistics of large equipment will exhibit long-term and uncertain characteristics. For engineering machinery export enterprises and logistics enterprises, they need to actively adjust their response strategies: firstly, optimize transportation routes, avoid high-risk Far East and Arctic routes, and prioritize traditional Asia Europe routes and Red Sea Suez Canal routes to reduce route safety risks; Secondly, reserve core components in advance to reduce dependence on Japanese parts and avoid disruptions in equipment production and maintenance due to trade restrictions; The third is to plan orders and transportation plans reasonably, closely monitor the dynamics of Russia Japan relations, adjust export strategies in a timely manner, and lock in insurance and cabin costs. At the same time, enterprises need to prepare risk plans to deal with possible trade barriers, customs clearance delays, and other issues, ensuring smooth cross-border transportation of large equipment such as rotary drilling rigs.
