The implementation of multinational maritime defense initiatives and the restructuring of the Northern European Arctic maritime security pattern

Recently, the Ministry of Defence of Finland announced to participate in a multinational naval initiative covering the North Atlantic, Baltic Sea and the Arctic. It plans to build a high-end joint maritime operation force in ten years to comprehensively strengthen regional maritime deterrence, defense operations and global situation awareness capabilities in cooperation with 12 European and American countries such as Canada, France, Germany and the United Kingdom. This initiative was signed at the NATO defence minister's meeting in June this year and officially announced at the Ankara summit. It is an important measure for Finland to deeply participate in the NATO maritime defense system after joining NATO in 2023. Finland will also send two naval vessels to NATO's maritime area of responsibility in 2026, focusing on the Baltic and North Sea waters. This multinational maritime defense upgrade has completely changed the military and shipping security environment in Northern Europe and the Arctic offshore, and brought long-term structural impact on regional cross-border maritime transportation, especially the transportation of large special cargo.

Large engineering equipment has special transportation attributes and is highly sensitive to sea navigation environment

Large engineering equipment for pile foundation, such as rotary drilling rig and pile driver, belongs to typical oversized special cargo in the field of maritime transportation, which is substantially different from common container and bulk cargo transportation. This kind of equipment is large and cannot be disassembled as a whole. It cannot be assembled and assembled to adapt to the conventional shipping scheme. It can only be transported by professional large special ships. At the same time, its transportation period is long, the route is fixed, the requirements for channel depth, navigation width and sea navigation stability are very high, and the risk avoidance during transportation and the fault tolerance rate of temporary diversion are extremely low. The Baltic Sea and the North Sea are the core channels for the import and export of infrastructure equipment in inland Europe and Nordic countries. The narrow sea area, dense routes, and the adjustment of maritime defense policies and military deployment will directly affect the whole process of ocean logistics of large equipment.

Comprehensive upgrade of sea area management and control, significant fluctuation of navigation efficiency of large equipment

Focusing on strengthening global situational awareness, maritime command and control, and joint exercise and training, this multinational naval initiative will significantly improve the normalized military control in the Baltic and Arctic waters. The frequency of ship navigation verification, channel patrol and temporary maritime control in the area will continue to increase, and the normalized performance training will also irregularly occupy the main navigation channel. For large special transport vessels such as rotary drilling rig and pile driver, strict navigation review and temporary channel control will directly disturb the transport plan, resulting in a significant extension of the ship waiting for port and navigation time. Compared with ordinary cargo that can flexibly adjust the shipping date and change the route, the large equipment transportation ship is difficult to dispatch, high in cost and unable to quickly adapt to the navigation rules with frequent changes, which directly causes the overall logistics and navigation efficiency to decline and the transportation cycle to be passively prolonged.

Restructuring of regional shipping risk, continuous rising of large logistics operation cost

The build-up of multinational maritime defense forces and the deployment of deterrence have heated up the geopolitical game atmosphere in Northern Europe and the Arctic Sea, and the structure of regional shipping risks has significantly changed. On one hand, the normalization of military activities at sea raises the uncertain risk of sea navigation, and the marine insurance rate of large and special ships is synchronously increased, and the risk premium cost is directly added to the total price of equipment logistics; On the other hand, in order to adapt to the new maritime defense management and control rules, the logistics enterprises need to input additional manpower and material resources to complete the navigation report, route audit, safety compliance verification and other processes, and superimposed with the port berthing fees and equipment operation and maintenance fees incurred by the ship detention, which greatly increases the cross-border logistics comprehensive costs of rotary drilling rigs and piling machines. For equipment export enterprises and overseas infrastructure contractors, the rising of logistics cost directly compresses the project profit and increases the pressure of overseas order performance.

Optimization of regional route pattern, long-term benefit for large logistics supply chain stability

From the perspective of long-term industry development, the implementation of this multinational naval initiative not only brings industry pressure, but also brings standardized development opportunities for large engineering equipment logistics industry. This initiative aims to eliminate potential safety hazards in sea areas and improve the nationwide maritime surveillance system, which can effectively reduce the sudden risks of maritime accidents, channel interference, illegal interference, etc. in northern Europe and Arctic sea areas. With gradual improvement of the regional maritime defense system, the long-term stability and safety of the core navigation channel will continue to improve, which is conducive to the stability of the standardized export routes of rotary drilling rigs and pile drivers. At the same time, the unified multinational maritime navigation rules and situation awareness system will promote the heavy-cargo logistics industry to optimize the Northern European route layout, reduce the resource loss caused by disorderly shipping, and help enterprises to build a more safe, efficient and controllable cross-border heavy-cargo logistics supply chain system.g.

The industry is subject to structural adjustment, and the adaptability and upgrading of large-sized logistics become an inevitable trend

With the normalization and upgrading of the Northern European maritime defense system, the cross-border logistics industry of large engineering equipment will enter the adaptive adjustment cycle. In the short term, the upgrading of sea area management and control and the change of navigation rules will continue to affect the transport efficiency of Northern European routes, and the delivery pace of equipment export may be slowed down; In the long run, a stable maritime security environment will reshape the pattern of large cargo logistics trade in Europe. In the future, logistics enterprises and engineering equipment suppliers need to actively adapt to the new rules of regional maritime shipping, plan shipping routes in advance, reserve navigation buffer period, optimize the transportation scheme of large equipment, rely on the dividends of multinational maritime security cooperation, and deepen the Northern Europe and Arctic infrastructure markets, so as to realize the dual improvement of logistics performance capacity and supply chain anti-risk capacity.
